The practical rule

If China access is business-critical, do not choose only by CPU, RAM, or price. Pick a provider and region with a route that is known to behave well from your target provinces and networks.

When a regular VPS is fine

If your users are mainly in North America, Europe, or Southeast Asia, a regular Hetzner, Vultr, Linode, or DigitalOcean VPS may be perfectly fine. Do not pay a premium for China routes if China is not a real user segment.
